                  ME 321: Educational Project: Strategies, Implementation and Evaluation
Friday 29th May, 2017: (Time 07:00-07:35 Hours)
INSTRUCTIONS

                i.          Only one question will be attempted from the five alternatives provided.
             ii.          The instructor has discretion and mandate of making his own selection among the given alternatives.
ALTERNATIVE QUESTIONS
1.  Planners have suggested different stage of projects’ cycle, each of which is elaborated by its purpose, agencies involved and its process. Identify and briefly elaborate on the purpose/function of each stage of the project cycle.

2.  Appraising or reviewing of educational project is guided by three criteria of priority, feasibility and efficiency of the project. Outline and precisely describe the six types of feasibility criteria of educational projects.

3. Washington Consensus or Bretton-Woods System have been censured for imposing strict conditionality’s to the developing countries in financing development projects, which replicate over time as Trojan viruses. Leaving aside the ten commandment identified by (Williamson, 1990), briefly discuss five conditionality attached to WB and IMF loans in financing development projects.

4. Explain the shortcomings of standalone projects and ensuing failure of the educational systems in the developing countries and Tanzania in particular. 

5.  Briefly explain the justifications for resorting to Sector-Wide Approach Processes (SWAPs) in designing and financing educational projects.
